Job Description

In the OPERATIONS DIRECTORATE (N3) at NAVY CYBER DEFENSE OPERATIONS COMMAND (NCDOC), this role supports defensive cyberspace operations by managing mission requirements, analyzing advanced threats, and helping shape defensive tactics, countermeasures, and security architecture adjustments for Navy networks and commands.

Role Overview

You will serve as an IT CYBERSECURITY SPECIALIST (INFOSEC) within NCDOC’s Operations Directorate (N3), with responsibilities focused on defensive mission execution and threat-driven improvements. The position emphasizes expert analysis, development of countermeasures, and recommendations to modify security architecture based on system environment requirements.

Responsibilities

  • Serve as an IT Cybersecurity Specialist (INFOSEC) in the Operations Directorate (N3) at NAVY CYBER DEFENSE OPERATIONS COMMAND (NCDOC).
  • Manage and maintain Defensive Cyberspace Operations (DCO) mission requirements for defense of all Navy networks and across all Navy commands.
  • Develop and manage processes and procedures to identify, analyze, isolate, eradicate, and report advanced cyber threats.
  • Create and oversee defensive tactics, invest in capabilities to counter threats, and manage technological integration of new capabilities.
  • Provide expert analysis of internal analyst actions to identify capability and procedural shortfalls.
  • Perform countermeasure development using information gathered from a variety of sources.
  • Recommend modifications and adjustments of the security architecture based on the system environment.
  • Provide subject matter expertise in advanced network and endpoint attack analysis, execution of network defensive operations, and adversarial attack processes.
  • Coordinate with cyber defense staff and analysts to validate tasks and capabilities to ensure tools and equipment meet operational needs.

Required Qualifications

  • Attention to Detail: Experience analyzing cybersecurity reports and products to identify relevant information, trends, or evolving threats.
  • Customer Service: Experience discussing capabilities and resources with both government and private industry personnel.
  • Oral Communication: Experience communicating complex information to both technical and non-technical audiences.
  • Problem Solving: Experience performing security reviews and identifying security gaps in security architecture, supporting recommendations for risk mitigation strategy inclusion.
  • Experience monitoring, developing, and implementing plans, policies, programs, and processes to enhance the value of data and information assets.
  • Experience developing and managing the enterprise structural framework to align IT strategy, plans, and systems with organizational missions, goals, and processes.
  • Experience developing and maintaining technical and operational documentation to support hardware/software lifecycle activities (installation, operation, change, and removal).
  • Experience utilizing IDS/IPS tools and applications to detect host and network-based intrusions.
  • This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-13.

Security, Eligibility, and Employment Conditions

  • Must be a US Citizen (agency clarification also indicates U.S. Citizens, Nationals, or those who owe allegiance to the U.S.).
  • Must be determined suitable for federal employment.

  • New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
  • For DoD retired military members appointed to civilian positions within 180 days after retirement, appointment timing is subject to 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • Cyberspace Workforce position: Work role code 511, proficiency level ADVANCED, requiring qualification attainment and maintenance in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required; failure may result in rescinded employment offer and the employee may be subject to random testing.
  • Mission Essential position: you will be required to ensure continuity of operations and/or completion of mission essential tasks designated by local or command decision.
