This contract opportunity in Spring, TX combines program leadership with hands-on cybersecurity execution in a hybrid work setting. The Cybersecurity Program Manager guides end-to-end cyber program delivery, coordinates vendors and partners, and oversees risk management to meet scope, timeline, budget, and quality targets. Responsibilities
- Own end-to-end execution for cyber program workstreams, ensuring alignment with defined scope and quality expectations.
- Build and manage integrated plans, milestones, dependencies, and RAID logs to drive clarity and accountability.
- Lead weekly execution cadences, resolve issues, and deliver leadership-level reporting.
- Coordinate across Cyber, IT, Network Security, vendors, and partners to deliver integrated solutions.
- Proactively identify risks and escalate with clear mitigation options for leadership consideration.
Program Management Skills
- Cybersecurity enterprise program and project management expertise
- Proven delivery of large, multi-workstream initiatives
- Strong dependency, risk, and stakeholder management capabilities
- Ability to translate technical execution into executive-ready communication
Technical Skills (Cyber Programs)
- Vulnerability management, detection and response (logging, red team activities, tabletop exercises)
- Network segmentation, IAM/PAM with RBAC and JEA, ABAC
- SailPoint integration
- Working knowledge of network and firewall security concepts
- Managing dependencies with IT, networking, and external vendors
- Coordination of platform integrations
- Audit readiness, evidence coordination, and remediation validation
- Ability to explain technical gaps to nontechnical stakeholders
Delivery Environment
- Experience in complex, matrixed IT infrastructure organizations
- Strong familiarity with Jira/ADO, Confluence/SharePoint, Smartsheet, and status dashboards
Requirements
- First level university degree; advanced degree preferred
- 15 years of experience in project management or similar roles
- Deep understanding of critical business success factors and operational policies
- Extensive knowledge of core project management techniques
- PMP certification
- Successful completion of a background investigation and drug urinalysis
