Supervisory IT Specialist (INFOSEC)
Job Description
The FCC seeks a Supervisory IT Specialist (INFOSEC) to provide executive information security leadership across the agency, shaping strategy and technical direction for all information security programs.
Responsibilities
- Direct oversight and technical guidance for four sub-unit leads: Security Operations Manager, Governance, Risk, and Compliance lead, Security Engineer, and Incident Response lead.
- Define and enforce the Enterprise Information Security Strategy, incorporating AI and ML risk considerations into the agency's security posture.
- Advise the CIO, Managing Director, and Chairman on cybersecurity risk, systemic vulnerabilities, threat landscapes, AI security risks, and regulatory compliance.
- Represent the FCC on interagency cybersecurity councils (OMB, CISA, White House roundtables), contributing expertise on AI governance, Zero Trust, and vulnerability management.
- Translate complex risk data from vulnerability scans, threat intelligence, and identity/access indicators into executive memos and risk-acceptance briefs for leadership.
- Exercise ultimate oversight of the 24/7/365 Security Operations Center, including management of SIEM platforms like Splunk for continuous monitoring and threat detection across enterprise systems.
- Direct the enterprise vulnerability management program, prioritizing and remediating risks to continually reduce the attack surface.
- Oversee enterprise identity and access management programs, including Okta governance, ensuring secure authentication and privileged access aligned with ICAM and Zero Trust principles.
- Establish AI security governance protocols, conduct risk assessments for AI/ML deployments, guard against adversarial ML and data poisoning, and oversee third‑party AI tools per NIST AI RMF and OMB guidance.
- Develop and enforce agency-wide Information Security Policies, Handbooks, and Rules of Behavior aligned with FISMA, NIST guidelines (NIST SP 800-53, NIST AI RMF), and applicable Executive Orders.
- Lead the cybersecurity group budget process, prioritizing investments in vulnerability management, SIEM, IAM, and AI security, using CPIC to balance defense needs with mission requirements.
Requirements
