IT CYBERSECURITY SPECIALIST (INFOSEC)
Job Description
Oversee cybersecurity for an information system or network, developing strategy and policies while leading risk and vulnerability assessments for a DISA role in the Cyber Excepted Service (CES).
Responsibilities
- Oversee the cybersecurity program for an information system or network and its implications across strategic, personnel, infrastructure, requirements, and other organizational resources.
- Develop cyberspace plans, strategy, policies, and procedures aligned to organizational cyberspace missions and initiatives.
- Support information systems reliability and accessibility while preventing and defending against unauthorized access to systems, networks, and data.
- Advise and guide implementation of IT security policies and procedures during the development and operation of network systems.
- Conduct risk and vulnerability assessments for planned and installed information systems to identify vulnerabilities, risks, and protection needs.
Requirements
- U.S. Citizenship required.
- Males born after 12-31-59 must be registered for Selective Service or be exempt.
- National security role that may require access to classified information; requires a favorable suitability review and security clearance as a condition of employment.
- Failure to maintain security eligibility may result in termination.
- In accordance with the DoD 8140 policy series: complete Foundational Qualifications within 9 months and complete Residential Qualification requirements overall in 12 months.
- May require alternative or shift work schedules.
- In certain situations, must physically report to the workstation where non-essential employees are excused.
- May be required to be in a standby or recall status and carry a mobile phone or similar device for direct recall from a recall roster.
- Education eligibility must be earned from an accredited college or university.
- If using foreign education, credentials must be evaluated by the National Association of Credential Evaluation Services at the time of application.
Grade-based education (GG09): Master’s degree (GG09) or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to a master’s degree (or equivalent) in qualifying fields, including computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree providing at least 24 semester hours in one or more identified fields and requiring development or adaptation of applications.
Grade-based education (GG11): Ph.D. or equivalent doctoral degree (GG11) or 3 full years of progressively higher level graduate education leading to a Ph.D. in qualifying fields, including computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree providing at least 24 semester hours in one or more identified fields and requiring development or adaptation of applications, systems or networks.
- Attention to Detail: experience reviewing own IT work or data for accuracy, completeness, and consistency with standards.
- Customer Service: brief contact with customers to provide information about IT products/services and delivering standard products or routine services.
- Oral Communication: inform supervisor and IT staff of status of IT systems, projects, or daily operations, including communicating basic technical information to a non-technical audience.
- Problem Solving: identify or select from alternatives using standard sources with a limited number of solutions for routine IT issues.
- GG12 additional qualifiers (as listed) include attention to detail on others’ work, maintaining customer relationships and tailoring products/services to customer needs, briefing mid-level management and IT staff to non-technical audiences, and identifying alternatives for complex IT issues using multiple sources.
- Qualifying experience (risk and vulnerability assessments):
- GG09: with supervision, assist in facilitating and coordinating risk and vulnerability assessments and audits; promote awareness of security issues among management; prepare reports of findings.
- GG11: with limited supervision, facilitate and coordinate risk and vulnerability assessments and audits; promote awareness of security issues among management; prepare reports of findings.
- GG12: facilitate and coordinate risk and vulnerability assessments and audits; promote awareness of security issues among management; prepare reports of findings.
- All qualifications must be met within 30 days after the closing date.

Additional Information
- This is an Excepted Service position and does NOT convey eligibility to be converted to the Competitive Service.
- Recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
- If currently a Federal Career/Career-Conditional employee, placement will be on an Excepted appointment.
- This appointment does not confer eligibility to be non-competitively converted to the competitive service.
- Salary range includes a Targeted Local Market Supplement (TLMS) under Section 1599f of Title 10 U.S.C. and DoDI 1400.25, Volume 3006.
- A three-year trial period may be required if not previously completed a trial or probationary period in the excepted or competitive service.
- Management may select at either grade level.
- Telework availability depends on mission requirements and supervisory determination.
- Individuals tentatively selected for drug testing designated positions at DISA must submit to urinalysis for illegal drugs prior to appointment or placement.

- Designated Mission Essential: incumbent must report or relocate within the U.S. during local or national emergencies.
- Employee may be subject to recall/call back during off-shift hours, 7 days a week, 24 hours a day if required.
