Responsibilities
- Lead the development and government-wide adoption of digital identity governance models and frameworks, incorporating zero trust architecture and phishing-resistant multi-factor authentication standards; collaborate through interagency and private sector groups as a recognized GSA authority; coordinate adoption with senior federal officials across branches.
- Provide expert legislative review support on interpretations of public laws and regulations, with reference to congressional testimony, NIST guidance (including SP 800-63 and SP 800-157), OMB policies, DHS directives, and related legal precedents; translate analyses into practical guidance and policy recommendations.
- Support the Identity Assurance and Trusted Access Division Director in long-range planning and strategic recommendations to meet organizational goals, directing complex digital identity implementations such as FICAM architecture, Trust Framework Solutions programs, and Post-Quantum Encryption transition efforts.
- Analyze digital identity trends and recommend procedural or programmatic corrections to enhance confidentiality, integrity, availability, and performance of ICAM systems; conduct hands-on research and testing of emerging technologies, including Post-Quantum Cryptography, within identity, credentialing, and access management domains; perform technical evaluations of physical access control systems, PIV cards, and related authentication technologies.
- Act as a coordinator and representative for the division in meetings with internal and external organizations, delivering expert policy and technical guidance; develop technical briefings and presentations on topics such as HSPD-12 compliance, FICAM architecture, and evolving authentication technologies; provide hands-on subject matter expertise for physical access control systems.

Requirements
- U.S. Citizenship or National status
- Meet all eligibility requirements within 30 days of the closing date
