Cybersecurity Specialist

The Santa Clarita Valley Water Agency offers an onsite Cybersecurity Specialist role in Santa Clarita, CA with an hourly pay range of $58 to $62. This position focuses on protecting the technology systems that support water delivery and operations, with emphasis on cybersecurity operations, vulnerability management, incident response, disaster recovery, and ongoing improvements to the Agency’s security posture.

Overview

Under general supervision, the Cybersecurity Specialist is responsible for cybersecurity processes and procedures, assisting with cybersecurity architecture, design, requirement validation and verification, and handling the day-to-day cybersecurity duties of the Agency’s system infrastructure.

Responsibilities

• Identify weaknesses or misconfigurations in current system designs; recommend and implement solutions.
• Serve as front-line incident responder; collect and analyze cybersecurity incident data and support the appropriate response.
• Assist in performing technical project support duties on assigned systems projects in coordination with System Analysts; may take full responsibility for specific security-related system implementations.
• Actively monitor threat lists, including federal, local, third party, and internal security reports to help staff proactively apply security patches.
• Regularly review and update security policies, standards, guidelines, and procedures to ensure ongoing maintenance of security, considering business needs and best practices.
• Support after hours patching and remediation activities as needed.
• Support disaster recovery and business continuity initiatives to reduce downtime, resolve misconfigurations, and restore systems; monitor vendor performance during critical software or hardware incidents.
• Analyze and provide recommendations for the procurement of secure software and hardware solutions, including pricing, vendor privacy and data ownership, vulnerability response, and software lifecycle policies; review vendor codes and quotes for budgeting.
• Provide metrics and reporting on system security health with updates on weekly, monthly, quarterly, and annual cybersecurity tasks.
• Coordinate quarterly disaster and recovery analyses, planning, testing, and system administration of systems.
• Provide security impact analysis on activities that affect the security of an Agency system or process, including selection, implementation, reconfiguration, or upgrade activities.
• Provide after hours availability to support continuous operation as required by Agency systems, potentially on an alternate schedule.
• Conduct ongoing research to identify best practices across cybersecurity, information systems, and water utilities, integrating new methods and tools as appropriate.
• Implement internal controls, network security methodologies, and other security systems for data, systems, and hardware protection and recovery procedures; ensure timely backups and maintain confidentiality of sensitive information.
• Perform specialized, technical security activities related to database or network systems in support of specific programs.
• Provide operational support to the Agency’s network and systems infrastructure, including programming, building, analyzing, diagnosing, maintaining, securing, and operating various network devices and systems.
• Maintain effective relationships with third party providers and support personnel.
• Operate a computer and assigned software.
• Perform other related duties as assigned.

Supervision and Context

Receives general supervision from the Director of Technology Services.

This role is distinguished within the Information Technology Specialist framework by its primary emphasis on cybersecurity activities for the Agency’s information systems, including design, implementation, maintenance, and ongoing improvements to the security posture of all Agency information systems.
