Job Description
The U.S. Cybersecurity and Infrastructure Security Agency (CISA) is recruiting for a Supervisory IT Cybersecurity Specialist (INFOSEC) position under the Direct Hire Authority (DHA). This onsite role in Arlington, VA includes consulting, policy and program leadership, and oversight of cybersecurity risks, safeguards, and incident response policies, with a possible one-year probationary period.

Compensation: USD 143,913 - 187,093 per year.
Key Responsibilities
- Provide expert consultation to functional teams to anticipate, identify, evaluate, mitigate, and minimize risks tied to IT system vulnerabilities.
- Identify issues and obtain authoritative resolution for conflicts among CISA functional areas, technical areas, or divisions.
- Ensure implemented security safeguards adequately protect the integrity, availability, and confidentiality of information processed, transmitted, or stored based on its sensitivity level.
- Review and evaluate security incident response policies.
- Develop policy or advocate for policy changes supporting new initiatives or required changes and enhancements.
- Consult with customers to evaluate functional requirements and translate those requirements into technical solutions.
- Provide expert assessments of proposed design measures’ feasibility, considering parameters imposed by IT infrastructure and operations.
- Lead, coordinate, communicate, integrate, and be accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
- Advise employees on administrative subjects, including performance, work duties, or leave requests.
- Identify employee development or training needs to support successful growth.
Required Qualifications
- Citizenship: Must be a U.S. citizen.
- Assessments: Complete the initial online assessment and USA Hire Assessment, if required.
- Selective Service: Males born after 12/31/59 must be registered or exempt (see http://www.sss.gov/).
- Direct Deposit: Direct Deposit/Electronic Funds Transfer is required for salary payments for Federal employees.
- E-Verify: DHS uses E-Verify to confirm eligibility of newly hired employees to work in the United States.
- Security clearance: Must be able to obtain and maintain a security clearance suitable for Federal employment as determined by a background investigation, which may include a credit check and review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs.

- Drug testing: This position is a drug testing designated position (TDP) for purposes of CISA’s Drug-Free Workplace Program.
- Competency requirement: Experience must be IT-related; experience may be demonstrated by paid or unpaid experience and/or completion of specific intensive training (for example, IT certification), as appropriate.
- Specialized experience: At least one year of specialized experience at the next lower GS-grade level (or equivalent).
- GS-13 experience criteria: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent), performing at least two of the following:
- Assessing technical controls, system designs, and/or incident response capabilities to protect sensitive information;
- Resolving complex technical issues with internal and external stakeholders;
- Translating mission and functional requirements into technical security solutions;
- Coordinating technical activities and initiatives to meet organizational priorities.
