Job Description

Lead the CNMF Risk Management Framework (RMF) mission as a senior cybersecurity manager at Fort Meade, MD.

Responsibilities

  • Serve as the J65 Cybersecurity Branch Chief and senior cybersecurity manager for CNMF’s Risk Management Framework (RMF).
  • Manage authorization, validation, and decision processes for information technology systems, networks, and cloud environments.
  • Develop risk-acceptance recommendations to the Authorizing Official (AO) using NIST guidance.
  • Oversee cybersecurity configuration across CNMF-controlled environments, including AWS Secret/Top Secret regions.
  • Direct integration of security engineering principles into the system lifecycle.
  • Coordinate with stakeholders to design and implement zero-trust architectures, secure application program interfaces, and robust boundary controls.
  • Plan and set work priorities for subordinate personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination following a completed background investigation.
  • Three-year trial/probationary period may be required.
  • A one-year supervisory probationary period is required if the selectee has not previously met this requirement.
  • Must be able to obtain and maintain TOP SECRET SCI clearance as a condition of employment and complete a counterintelligence scope polygraph exam.
  • Drug Testing Designated Position under the Alcohol and Drug Abuse Prevention and Control Program; must sign DA Form 5019-R and pass urinalysis testing.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Travel may be required up to 10% of the time on military and/or commercial aircraft.
  • May be recalled to duty and may be required to work other than normal duty hours (including evenings, weekends, holidays) and overtime.
  • Per DoDM 8140.03 and supplemental Army guidance, must obtain and maintain qualification requirements for each Cyber work role.
  • Position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.
  • Qualification for experience: resume must describe one year of specialized experience demonstrating knowledge, skills, abilities, and competencies for immediate success.
  • Specialized experience includes (1) managing full lifecycle of RMF to formulate risk acceptance recommendations for tactical and cloud environments; (2) implementing secure system architectures within enterprise environments; (3) developing cybersecurity guidance such as policies, SOPs, and/or incident response protocols aligned to established directives; (4) managing subordinate personnel work plans and schedules to meet assigned requirements.
  • Experience must include, or be supplemented by, IT-related experience (paid or unpaid and/or completion of specific intensive training) demonstrating competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
  • Experience alone is required; no education substitution is permitted.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Must provide proof of U.S. citizenship.
  • Direct Deposit of Pay is required.
  • Must satisfactorily complete appropriate training and obtain required certification/recertification per DoDM 8140.03 Cyberspace Workforce Qualification and Management Program (15 February 2023).
  • Must be a Cyber Warfare Career Program position aligned under the Digital Technology Career Management Directorate.
  • This is a Cyber Excepted Service (CES) position in the Excepted Service under 10 USC 1599f.

  • Salary: USD 150,424 - 197,200 per year (includes applicable locality pay or Local Market Supplement)
  • Minimum experience: 1 year
