Job Description

This IT Specialist role supports the U.S. Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A) and is based in Washington, DC. In this non-bargaining unit position, you will define and manage continuous monitoring security requirements for information systems on DHS networks that support sharing and protecting sensitive and classified national security information.

The work is focused on aligning security expectations across federal policy and operational intelligence requirements, while building a continuous monitoring program designed to anticipate and reduce risk to IT systems supporting the intelligence enterprise. The position requires onsite presence and involves national security clearance and specialized screening.

What you will do

  • Manage, lead, or oversee teams of contractor and government personnel in a matrix environment to deliver optimal solutions.
  • Analyze DHS, DNI, and other federal information security policies and standards, then determine applicability to I&A intelligence requirements and systems.
  • Identify solutions to cybersecurity continuous monitoring requirements by combining appropriate technology, policy, and procedures.
  • Prepare briefings, documents, and other communications to present solutions to authorizing officials.
  • Develop short- and long-range plans for the continuous monitoring program to anticipate, identify, evaluate, mitigate, and minimize risk tied to IT system vulnerabilities.

Specialized experience

  • Extensive knowledge analyzing, evaluating, and verifying security profiles for federal agency computer systems, networks, worldwide information systems, and telecommunication systems to protect confidentiality, integrity, and availability of critical government information.
  • General knowledge managing appropriated funds in accordance with Office of the Controller and OBM policies, procedures, and guidelines, including issuing operating budget plans or targets aligned to approved allowances.
  • Extensive knowledge implementing effective continuous monitoring (CONMON) processes/programs and developing and delivering briefings to senior stakeholders, including analytical work to identify, consider, and resolve real or potential threats to the intelligence enterprise.
  • Extensive knowledge planning strategic goals for subordinates by setting and adjusting short- and long-term priorities based on leadership objectives.
  • Extensive knowledge developing, designing, composing, and editing documents and materials that communicate cybersecurity information to senior leadership and federal departments and agencies.

Clearance and eligibility requirements

  • U.S. citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Successful completion of a background investigation is required.
  • Pre-employment drug testing is required; this Testing Designated Position (TDP) is subject to random testing.
  • You must be able to obtain and maintain a TOP SECRET/SCI Security Clearance.
  • You will be subject to a pre-employment polygraph examination, and random polygraph examinations may be conducted after entry on duty.
  • The position is designated as Emergency Essential, requiring the ability to serve during a continuity of operations event regardless of leave or government closure declarations due to weather, protests, acts of terrorism, or lack of funding.
  • All selected applicants must undergo and successfully pass a background investigation for SPECIAL-SENSITIVE as a condition of placement in this TOP SECRET position.

Work schedule and travel

  • Work may be required beyond normal duty hours, including evenings, weekends, holidays, overtime, 24/7 shift schedules, and/or on-call and standby duty status.
  • Travel may occasionally be required away from the normal duty station on military or commercial aircraft.

Additional conditions and application notes

  • You may be required to serve a two-year trial period.

How you will be evaluated

You will be evaluated using your application materials, responses to the job questionnaire, and the results of the required online assessments. The USA Hire Assessment includes a cut score based on the minimum level of required proficiency in critical general competencies.

Salary range: USD 143,913 - 187,093 per year.

Location: Washington, DC (onsite).
