IT Cybersecurity Specialist (INFOSEC)
Job Description
Lead mission-critical cybersecurity operations as a principal technical authority for the Security Operations Center (SOC) program at the U.S. government. This role combines program management, accreditation and sustainment, and enterprise-level cyber risk governance using widely adopted standards, with opportunities to influence senior leadership decisions on threat intelligence and cyber defense posture. Onsite work is located in Whitehall, OH.
As a Defense Cyber Workforce position, successful performance includes meeting qualification requirements within required timeframes and supporting the Defense Logistics Agency Information Operations, J-6.
Responsibilities
- Serve as principal technical authority and program manager for the SOC program, directing strategic development, accreditation, and sustainment.
- Define and govern the enterprise compliance roadmap aligned to DoW mandates and federal statutes, leveraging NIST RMF 2.0 to manage risk and optimize cyber posture.
- Establish strategic plans for Cyber Emergency Response Team adherence to NIST SP 800-61r3, integrating complex IT services and shaping DoW cyber programs.
- Advise senior leadership on cybersecurity policies, emerging technologies, and threat intelligence to advance enterprise cyber defense posture.
- Direct complex external assessments, including red and purple team operations, and analyze outcomes to identify systemic risks and architectural weaknesses.
- Lead authority to defend Cyber Key Terrain by fusing disparate intelligence data and briefing executive leadership on mission assurance risks.
- Serve as the Contracting Officer’s Technical Representative (COTR), authoring complex technical requirements, statements of work, and performance standards.
- Provide final technical authority to accept or reject contractor deliverables to ensure contract outcomes align with enterprise cybersecurity objectives.

- FLSA: Exempt.

- Mission Essential (ME): Incumbent may be required to report to work during natural disasters, inclement weather, or crises.
- Specialized experience (GS-14 level): one year of specialized experience equivalent to GS-13 or equivalent under other pay systems.
- Specialized experience includes managing enterprise-level cybersecurity operations or SOC programs; implementing NIST RMF-based cybersecurity risk management; directing advanced threat analysis or red and purple team assessments; and providing authoritative technical leadership and contract oversight for mission-critical cyber defense initiatives.
- Education cannot be substituted for specialized experience for this grade level.
