Job Description

The US Defense Finance and Accounting Service (DFAS) is hiring an IT Cybersecurity Specialist for an onsite role in Indianapolis, Indiana. This position focuses on improving and validating IT systems and maintaining key applications connected to Oracle Policy Automation and the Intelligent Advisor Software Suite.

In this role, you will review functional and technical requirements, support system testing and validation, and contribute to secure development and application upkeep using Oracle-related technologies including PL/SQL and Java.

Responsibilities

  • Analyze functional and technical requirements for proposed or existing IT systems to identify development or modification actions needed to meet mission objectives.
  • Participate in systems requirement reviews, coordinate with customer and functional representatives and other technical personnel to clarify requirements, and prepare and execute tests to validate system or subsystem software.
  • Prepare system change and programming specifications, including programming instructions, inputs and outputs, and structures that document functional and technical requirements.
  • Program using PL/SQL, Java, and Oracle database technologies.
  • Lead development activities using application design principles.
  • Apply knowledge of system life cycle management concepts used to plan, develop, and implement projects.
  • Maintain applications based on Oracle Policy Automation and the Intelligent Advisor Software Suite.

  • In accordance with the DoD 8140 policy series, completion of Foundational Qualifications in 9 months and completion of Residential Qualification requirements in 12 months
  • Successful favorable suitability review and security clearance as a condition of employment; failure to maintain security eligibility may result in termination
  • Attention to Detail: experience reviewing your own IT-related work or data and also reviewing others’ work or data to ensure accuracy, completeness, and consistency with standards
  • Customer Service: experience maintaining customer relationships, assessing customers’ current IT needs, and developing or identifying IT products and services tailored to those needs
  • Oral Communication: briefings mid-level management and IT staff on status of IT systems, projects, or daily operations, including translating technical information for non-technical audiences
  • Problem Solving: identify alternatives to address complex IT issues by gathering and applying information from multiple sources to produce potential solutions
  • At least one year of specialized experience equivalent to the next lower grade GS-11 level demonstrating the ability to perform the duties
  • Education is not substitutable for specialized experience at this grade level
  • Males born after 12-31-59 must be registered or be exempt from Selective Service (see http://www.sss.gov)

Location: Indianapolis, IN (onsite). Salary: USD 89,508 to 118,386 per year. Minimum experience: 1 year. This announcement may be used to fill additional vacancies within 90 days of the closing date, and travel is seldom. Telework availability is based on mission requirements and supervisory determination. Positions may be filled as permanent or term, full-time or part-time, and pay may vary by geographic location. DFAS states this position is exempt from the Fair Labor Standards Act and is not covered by a bargaining unit.
