Duties
- Advance ITAO work by executing approved audit and inspection plans in line with standards such as GAGAS and the CIGIE Blue Book.
- Present highly technical topics to diverse audiences within the agency.
- Contribute to ITAO's audit planning, collaborating with the AIC or management to plan and conduct audits and inspections of USDA agencies.
- Support the ITAO IT lab by developing and maintaining it, and practice using lab equipment to enhance IT skills.
- Apply established IT performance metrics to evaluate progress of agency IT systems.
- Identify and target systemic weaknesses in agency databases using Computer Assisted Audit Techniques and Tools (CAATTs), for example, and design CAATTs tailored to specific auditing needs.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. Individual Occupational Requirement: Basic Requirement: Applicants must have IT related experience that demonstrates each of the four competencies listed below. The experience may be paid or unpaid and can include specific, intensive training (for example, IT certification). Your resume should demonstrate that you meet the following competencies:
- Attention to Detail — Thorough and meticulous in performing tasks; for example, monitoring server log files.
- Customer Service — Works with users to assess needs, provide information or assistance, resolve problems, and ensure quality products and services; examples include facilitating a forum for customer feedback to identify issues.
- Oral Communication — Effectively conveys information to audiences with varying levels of technical detail; coordinates with internal and external customers to configure systems to meet unique needs where no precedent exists.
- Problem Solving — Identifies problems, evaluates information for relevance and accuracy, uses sound judgment to generate and assess alternatives, and makes recommendations; for example, determining the nature of problems and directing corrective actions.
In addition to meeting the Basic Requirement listed above, you must meet the following Qualifications Requirement to be considered:
SPECIALIZED EXPERIENCE GS-12: At least one year of specialized experience at the GS-11 level. This experience includes broad knowledge of a wide range of IT standards, system principles, concepts, methods, directives, regulations, policies, procedures, and best practices related to automation security, information assurance, and cybersecurity processes and measures, used to develop, evaluate, implement, and disseminate effective security practices.
SPECIALIZED EXPERIENCE GS-13: At least one year of specialized experience at the GS-12 level. This experience encompasses mastery of advanced IT security principles, concepts, methods, standards, and practices necessary to develop and interpret policies, procedures, and strategies for planning and delivering services across the agency.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS
GS-12: Merit promotion applicants must meet time-in-grade requirements. One year at the GS-11 level is required to qualify for the GS-13 level. TIG applies if you are currently in a GS position or held one in the previous 52 weeks.
