Manager, Network & Cybersecurity Engineering

Hillsborough County Clerk of Court & Comptroller is seeking a senior engineering leader to guide the combined Network and Cybersecurity Engineering teams in Tampa, Florida. This role blends hands-on enterprise infrastructure work with day-to-day management, covering network and cybersecurity platform design, implementation, monitoring, incident response, and ongoing security architecture improvement.

You will serve as both a technical escalation point and lead engineer for enterprise network infrastructure and related security technologies. From complex troubleshooting to incident coordination, the position focuses on maintaining secure, supported, and auditable systems while strengthening prevention, visibility, monitoring, and response capabilities.

Key Responsibilities

• Provide daily leadership, guidance, and mentorship to network and cybersecurity engineers.
• Supervise performance, development, skill progression, and work prioritization across the team.
• Support staffing and recruiting, onboarding, retention, and succession planning efforts.
• Build and maintain a unified culture across the combined network and cybersecurity teams.
• Collaborate with IT leadership, operational directors, business stakeholders, and project teams to align priorities and resources.
• Act as the primary technical escalation point for complex network and cybersecurity issues.
• Lead enterprise network infrastructure and related security technologies, including Cisco-based technologies.
• Configure, troubleshoot, optimize, and maintain Cisco switches, routers, wireless, VPN, and related network technologies.
• Administer, configure, troubleshoot, and support Check Point firewalls and related perimeter security platforms.
• Lead complex troubleshooting spanning infrastructure, connectivity, segmentation, firewall policy, secure remote access, and security enforcement layers.
• Perform and support upgrades, migrations, lifecycle replacements, patching, and performance optimization across network and security platforms.
• Stay directly involved in technical design, implementation, root-cause analysis, and production support.
• Lead cybersecurity engineering leadership, security operations coordination, and incident response.
• Coordinate technical incident response activities for cybersecurity and network events, including containment, eradication, recovery, and post-incident improvement.
• Develop and improve cybersecurity engineering standards, response procedures, and technical playbooks.
• Evaluate, recommend, implement, and optimize technologies that improve prevention, visibility, monitoring, and response.
• Partner with internal teams and external providers for vulnerability management, logging, alerting, investigation, and remediation.
• Maintain awareness of emerging threats, attack techniques, defensive controls, and relevant technologies.
• Design and implement scalable, resilient, and secure infrastructure solutions.
• Define and maintain architecture standards, engineering baselines, hardening standards, and best practices.
• Ensure layered security controls across network, endpoint, application, identity, and data environments.
• Evaluate new products, platforms, and services for business value, risk reduction, and technical fit.
• Recommend strategic improvements in enterprise architecture, security posture, redundancy, and resilience.
• Monitor network and security platform performance, capacity, health, and reliability.
• Maintain operational readiness through patching, updates, backups, lifecycle planning, and configuration management.
• Enforce security policies, technical standards, and applicable regulatory or compliance requirements.
• Ensure systems and platforms are maintained securely, with support and auditability.
• Support vulnerability remediation and follow-through on identified infrastructure and security risks.
• Assist with long-term infrastructure and cybersecurity strategy, planning, and roadmap development.
• Prepare, support, and track budgets for network and security initiatives, including maintenance, renewals, and capital planning.
• Lead or participate in technical projects from planning through implementation and operational transition.
• Develop and maintain documentation for architecture, standards, operational procedures, configurations, and recovery processes.
• Identify opportunities for modernization, risk reduction, service improvement, and operational efficiency.
• Work with vendors and partners to evaluate solutions, procure equipment and services, and resolve technical issues.
• Oversee support relationships, maintenance agreements, renewals, and service expectations.
• Coordinate with service providers, security partners, and other third parties to support operational and strategic objectives.
• Ensure vendor-delivered solutions align with technical standards, security requirements, and business needs.

Requirements

• Bachelor’s degree in Computer Science, Information Technology, Network Engineering, Cybersecurity, or a related field; or an equivalent combination of education, training, and experience.
• 7+ years of progressively responsible hands-on experience in enterprise network engineering and/or cybersecurity engineering.
• Significant experience working in a complex enterprise environment.
• Strong hands-on experience with Cisco network infrastructure, including switches, routers, routing, switching, and troubleshooting.
• Strong hands-on experience with Check Point firewalls, including configuration, troubleshooting, policy management, and maintenance.
• Demonstrated experience leading or coordinating complex technical work across infrastructure and security domains.
• Experience in team leadership, supervision, or mentorship, formal or informal.
• Demonstrated experience supporting or leading cybersecurity functions such as incident response, security engineering, monitoring, prevention, or security platform administration.
• Cisco CCNP certification strongly preferred; equivalent advanced enterprise network engineering experience may be considered.
• Additional Cisco certifications such as CCIE are a plus.
• CISSP or equivalent cybersecurity certification is preferred.
• May be required to complete technical assessments and provide certification verification where applicable.

Salary

$140,000 to $150,000 per year.

Work Environment and Physical Demands

This position operates in a dynamic environment requiring sensitivity to shifts in organizational goals, priorities, risks, and operational needs. It may involve after-hours support, incident response, maintenance windows, and critical outage response. Physical demands are light to medium, with occasional exertion of up to fifty (50) pounds and frequent or constant exertion of one (1) to ten (10) pounds, along with tasks requiring balancing, manual dexterity, hearing, mental acuity, repetitive motion, speaking, talking, and visual acuity.
