Overview
Location: Falls Church, VA (onsite).
Salary: USD 102,415 - 133,142 per year.
Experience: 1 year minimum.
Education: No substitution of education for qualifying experience at GG-12.
Responsibilities
- Act as the principal IT Specialist to conduct needs analysis and collaborate with customers to identify requirements and specifications for IT services, equipment, products, supplies, and property under contracting and purchasing processes.
- Advise Engineering and Architecture Branch teams, J63H4 personnel, and PFPA staff on information management issues related to the design, integration, and deployment of security systems.
- Apply project management principles to develop, schedule, coordinate, and manage projects and resources, including monitoring costs, workloads, and contractor performance.
- Analyze and recommend hardware and software changes across various computer systems.
- Provide consultation on all aspects of IT programs, including monitoring hardware and software support, cable plant, adherence to national standards, planning, coordinating, modifying, implementing, and troubleshooting efforts.
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-1959 must be registered or exempt from Selective Service.
- A favorable suitability review and security clearance may be required due to access to classified information. Loss of security eligibility may result in termination.
- Under the DoD 8140 policy series, complete Foundational Qualifications within 9 months and Residential Qualifications within 12 months.
- This is a drug testing designated position requiring urinalysis before appointment and random drug testing after appointment.
- OGE Form 450, Confidential Financial Disclosure, required within 30 days of appointment.
- Designation as Mission Essential.
- Competencies include Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
- Qualifying experience for GG-12 requires at least one year of work demonstrating the necessary competencies. Experience may be paid or unpaid, including volunteer work or military service, and should reflect responsibilities at or above the next lower federal grade.

Additional Information
- This position is in the Excepted Service and not eligible for conversion to the Competitive Service. It is recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES).
- Current Federal Career or Career-Conditional employees will be placed on an Excepted appointment.
- Conversion to a competitive appointment is not guaranteed.
- A three-year trial period may apply if you have not previously completed a trial or probationary period in the excepted or competitive service.
- Telework is available based on mission requirements and supervisory determination.
- Up to 90 days may be used to fill additional vacancies from this announcement.
- Moving costs, recruitment, relocation, or retention incentives may be authorized.
- The position falls under DoD Manual 8140 and may be updated with future Cyber Workforce requirements.
- Incumbent is designated as Mission Essential and may be required to report to a new duty location during emergencies within the United States.
