Examiner/Senior Examiner (IT/Cybersecurity)
Job Description
Join the US Federal Housing Finance Agency in Washington, DC, onsite, for an IT and cybersecurity leadership role within the Division of Enterprise Regulation. This position offers a path to influence Regulated Entities IT operations and risk management, including areas spanning artificial intelligence, quantum computing, and cybersecurity programs. The compensation range is USD 111,677 to 250,888 per year, complemented by a comprehensive benefits package. A graduate education is required, and a minimum of one year of specialized experience is expected.
Responsibilities
- Lead or contribute to examination strategy, work plans, and the scope of examination activities, updating methods and procedures as needed.
- Ensure examination scope and reports fully align with FHFA regulatory and supervisory policy and standards.
- Develop material sources for evaluating new or unique activities and operations.
- Perform thorough research to address unprecedented issues.
- Communicate examination findings and rationale to senior management to elicit management perspectives.
- Foster clear information flow and a precise understanding of risks, processes, controls, and the factual basis for findings during examinations.
- Document findings using source documents, report comments, and workpapers that address management practices and conditions.
- Maintain awareness of significant issues and emerging risks that could affect the safe and sound operation of the GSEs.
- Provide program expertise on industry problems and assess the adequacy of current examination techniques.
- Analyze complex developments in banking, housing, operations, and mortgage markets affecting entities under supervision.
- Deliver detailed written analyses with actionable recommendations covering the full range of supervisory issues needing FHFA attention.
- Maintain authoritative knowledge of risk management and risk-based examination practices for large, complex financial institutions.
- Offer expert guidance to FHFA management on advances in examination management and risk-based procedures.
- Design and implement new approaches to enhance the examination program.
- Perform other duties as assigned.
Requirements
- U.S. citizenship is required.
- Males born after December 31, 1959 must be registered for Selective Service.
- Suitability for Federal employment as determined by a background investigation.
- May be required to complete a probationary period.

- This position is eligible for inclusion in the bargaining unit; represented by National Treasury Employees Union (NTEU) Chapter 343.
- This is not a remote position; you must reside in or be willing to relocate to within a commutable distance of Washington, DC.
- Enrollment in the FHFA Housing Finance Examiner (HFE) Commission Program is required unless the candidate already holds a commission from another Federal banking agency.
- Minimum Qualifications by grade level:
- EL-12: 52 weeks of specialized experience at EL/GS-11 or equivalent, including IT cybersecurity analyses, policy reviews, and risk management documentation.
- EL-13: 52 weeks of specialized experience at EL/GS-12 or equivalent, including evaluating technology and cybersecurity risk controls, preparing examinations or audits, and recommending enhancements in regulated environments.
- EL-14: 52 weeks of specialized experience at EL/GS-13 or equivalent, including leading analyses or examinations of technology and cybersecurity risk controls, presenting to senior officials, and developing risk management recommendations aligned with regulatory requirements.
- Audit or safety and soundness examination experience is strongly desired; commissioned examiners are strongly encouraged to apply.
- Educational qualifications: Undergraduate and Graduate Education should include fields related to the position such as accounting, banking, business administration, banking law, economics, finance, or related disciplines.
