Job Description

The Clark County Department of Aviation is seeking an experienced Airport Senior Program Administrator – Principal Cybersecurity Engineer to lead cybersecurity professionals and oversee the department's security program. This onsite role emphasizes governance, risk management, and compliance while implementing security measures to strengthen the aviation authority's cybersecurity posture. The position is based in Las Vegas, Nevada, with an annual salary ranging from USD 92,747 to 136,968.

Responsibilities

  • Oversee the planning, organization, and assessment of work performed by professional, technical, and support staff through subordinate supervisors or lead personnel.
  • Manage performance evaluations, participate in hiring decisions, and administer corrective actions; support ongoing development and adherence to department policies.
  • Set and implement goals, objectives, policies, procedures, and work standards for the assigned programs, including budget preparation and management.
  • Lead efforts to design and adjust methods for evaluating program effectiveness and determine the need for modifications or new initiatives.
  • Direct research into program options; ensure alignment with the department's mission; identify funding sources, service providers, and other resources; design and implement procedures and manuals.
  • Enhance service quality by coordinating work teams and reviewing, recommending, and implementing policy improvements.
  • Monitor programs to ensure alignment with the department's mission and compliance with funding requirements and other guidelines.
  • Serve as the liaison for the program, Department of Aviation, and the County with other departments, community organizations and service providers; address questions and provide information and technical assistance as required.
  • Support the Managing Director or Manager on special projects and administrative tasks; assist in developing the department’s strategic plan, annual report, and related data.
  • Deliver presentations to diverse community groups and promote programs through cultivating organizational partners and media outreach.
  • Track legislative changes and FAA regulations that may affect operations; assess their impact and recommend policy updates as needed.
  • Apply sound judgment to interpret policies and procedures and resolve challenges.
  • Maintain or direct the maintenance of accurate records and files.
  • Prepare a variety of written materials, including correspondence, reports, policies, program documentation, and related materials.
  • May provide staff support to a policy board or committee.
  • Use standard office equipment and computer systems; may drive to attend meetings or visit field sites.

Requirements

  • Bachelor's degree in Business, Public Administration, Finance, or a related field to the assigned program.
  • Four years of full-time related professional experience, with at least two years in a lead or supervisory capacity.
  • An advanced degree in an appropriate field is preferred.
  • Professional experience or education that provides the skills to perform the job may be substituted on a year-for-year basis.
  • Some positions may require possession of a valid Nevada Class C driver's license at the time of hire.
  • Residency requirement: permanent employees must reside within Clark County and provide proof of Nevada motor vehicle registration and driver's license within 90 days of employment.
  • Citizenship: must be legally authorized to work in the United States; Clark County does not sponsor H1B visas or transfers.
  • Background check: employment is contingent upon an education/experience background investigation, FBI fingerprint check, and the ability to obtain and maintain a TSA-mandated security badge; two original government-issued IDs are required at offer acceptance.
  • Customs and Border Protection Security Seal Program: employment is contingent upon a ten-year employment and five-year residency history check and the ability to present original identity documentation to meet Security Seal requirements.
  • Pre-employment drug testing: employment is contingent upon the results of a drug examination.
  • Working conditions: may require attendance at meetings outside normal working hours.
