Technical Program Manager - Cybersecurity

Dahl Consulting is hiring a Technical Program Manager - Cybersecurity for a contract role based in Brooklyn Park, MN (onsite). This position supports a large-scale enterprise data platform migration in a retail environment, bringing structure and coordination to cross-team cybersecurity execution. The hourly pay range is USD 67 - 112, and candidates should have 10+ years of technical program leadership.

What you’ll work on

In this role, you will coordinate end-to-end cybersecurity activities across a complex migration program. You will align cybersecurity requirements, technical dependencies, milestones, and critical-path work among multiple technology teams. The work requires hands-on technical leadership and the ability to facilitate technical discussions across cybersecurity, architecture, engineering, data, platform, infrastructure, and product teams.

Responsibilities

• Lead end-to-end cybersecurity program coordination for an enterprise data platform migration.
• Maintain an integrated view of cybersecurity requirements, dependencies, milestones, ownership, sequencing, risks, and critical-path activities.
• Surface security and technical dependencies early, ensuring each has clear owners, delivery dates, and resolution plans.
• Coordinate execution across Cybersecurity, Architecture, Engineering, Data and Platform Engineering, Infrastructure, Product, and other enterprise teams.
• Facilitate technical discussions to resolve security architecture, integration, dependency, sequencing, and ownership issues.
• Identify gaps, conflicting assumptions, unresolved decisions, and delivery risks before they affect migration milestones.
• Drive decisions and accountability for ownership and dependencies that span organizational boundaries.
• Track and communicate visibility into critical dependencies, blockers, risks, decisions, milestones, and overall program health.
• Provide concise, executive-level reporting focused on outcomes, risks, dependencies, decisions, and required actions.
• Bring structure and accountability to complex cross-functional initiatives and see critical work through completion.

Required qualifications

• 10+ years of Technical Program Management or equivalent technical program leadership experience, preferably in large enterprise environments.
• Proven experience leading complex, cross-functional technology programs across multiple engineering and cybersecurity teams.
• Strong working knowledge of cybersecurity domains, practices, and controls.
• Experience coordinating security requirements and dependencies across:
  • Identity and Access Management (IAM)
  • Data security
  • Network security
  • Cloud security
  • Application and platform security
  • Vulnerability management
  • Logging and monitoring
  • Security architecture
• Ability to manage complex technical dependencies, integration points, sequencing, critical paths, risks, and blockers across multiple teams.
• Technical fluency to participate in architecture and engineering discussions, identify dependencies, challenge assumptions, surface gaps, and recognize delivery risks.
• Strong executive communication skills for program health updates, critical dependency/risk communication, and action-oriented messaging.
• Capacity to navigate organizational complexity, establish accountability, and drive decisions across teams with different priorities and ownership structures.
