Cybersecurity Resource Manager
Job Description
Manage full-spectrum Directorate budget execution for a TS/SCI cleared role supporting KITS and a government customer at the Mark Center in Alexandria, VA (Hybrid, 1–4 days on-site).
- Annual spend planning: Develop and maintain the Directorate’s annual spend plan with zero-defect accuracy, aligned to strategic priorities and execution timelines
- Forecasting: Produce monthly and quarterly forecasts across all funding lines, contracts, and program requirements
- Risk and variance reporting: Identify and brief funding shortfalls, deltas, and emerging risks with recommended mitigation strategies
- Audit-ready funding packages: Prepare complete, audit-ready packages including IGCEs, PWSs, Statements of Objectives, and DD 7600A MIPRs
- PR/MIPR documentation support: Develop documentation needed for PR/MIPR initiation and ensure packages meet contracting requirements and fiscal law standards
- Contract coordination: Coordinate directly with contracting officers to support timely obligation and execution
- Obligation and expenditure tracking: Track obligations, expenditures, and burn rates across contracts; conduct variance analysis
- Appropriations expertise: Apply expert-level knowledge of RDT&E, O&M, and Procurement appropriations to select correct funding sources
- Compliance and fiscal controls: Ensure execution complies with fiscal law, DoD FMR, and appropriation rules
- ADA risk prevention: Advise program managers on funding strategies to optimize execution and reduce Anti Deficiency Act (ADA) risk
- Budget execution: Execute the Directorate’s internal budget and ensure timely processing of funding actions
- Leadership reporting: Produce monthly execution reports for SES leadership, including KPIs, variances, and actionable recommendations
- Multi-system analysis: Analyze execution data from systems such as GFEBS, DEAMS, PBIS, and internal trackers
- Benchmark performance monitoring: Monitor execution performance against OSD benchmarks and define corrective actions when gaps are found
- Corrective action plans: Develop and implement corrective action plans addressing execution gaps
- Financial advisory role: Serve as the Directorate’s primary financial advisor for budget and execution matters
- Stakeholder coordination: Coordinate with program managers, contracting officers, and external stakeholders to keep execution synchronized
- Recordkeeping and internal controls: Maintain complete, accurate, and audit-ready financial records; ensure compliance with DoD record-keeping requirements and internal controls
- Process improvement: Identify inefficiencies in budget and execution workflows and propose improvements; develop and implement standardized best practices for financial management across the Directorate
Requirements
- Security clearance: Active TS/SCI clearance
- Education: Bachelor’s degree
- Experience: Minimum 15 years in DoD financial management, budget execution, or contract funding
- Experience creating and managing funding packages, including IGCEs, PWSs, and DD Form 7600a
- Significant experience with MIPR/PR preparation and processing
- Demonstrated experience developing and executing spend plans
- Experience preparing and presenting budget execution reports to senior leadership
- Expert knowledge of DoD financial management policies, regulations, and procedures
- In-depth understanding of RDTE and O&M funding rules and regulations
- Strong analytical and problem-solving skills
- Excellent communication, interpersonal, and presentation skills
- Proficiency in financial management software and Microsoft Office Suite (especially Excel)
- Ability to work independently and as part of a team
- Ability to manage multiple priorities and meet deadlines

Desired Qualifications
- Certified Defense Financial Manager (CDFM) or other relevant certification
- Experience with DoD financial management systems (e.g., Defense Agencies Initiative (DAI))
- Familiarity with the DoD PPBE process (Planning, Programming, Budgeting, and Execution)
- Experience developing and implementing process improvements
- Experience briefing senior leadership on budget-related topics
Location: Alexandria, VA (Hybrid, 1–4 days on-site)
Compensation: USD 145,000 - 160,000 per year
Clearance: TS/SCI required
