Summary

The Department of Homeland Security (DHS) is seeking professionals for a range of leadership roles in Cybersecurity Engineering, including System Testing and Evaluation Manager, Senior Software Developer, and Lead Secure Software Assessor. These positions are part of the DHS Cybersecurity Service. Location: Chandler, AZ.

Duties

DHS Cybersecurity Service (DHS-CS) utilizes a multi-phase assessment process to qualify applicants for roles within the DHS-CS. Given the evolving nature of cybersecurity and the ongoing demand for skilled professionals, DHS-CS employs Talent Pools to draw qualified candidates for consideration at various career tracks and levels. This announcement is used to populate the Cybersecurity Engineering Talent Pool. There are diverse Cybersecurity Engineering opportunities across the Department, including programs at the DHS Office of Strategy, Policy, and Plans (PLCY), the Cybersecurity and Infrastructure Security Agency (CISA), the DHS Office of the Chief Information Officer (OCIO), the Federal Emergency Management Agency (FEMA), the ICE | U.S. Immigration and Customs Enforcement, and the U.S. Secret Service.

  • Overseeing software, hardware, and systems engineers to create and refine technical capabilities, ensuring alignment with security objectives and processes.
  • Collaborating with stakeholders to identify and promote technologies that meet organizational cybersecurity requirements, staying current on emerging technologies and their applicability to cloud and mobile business processes.
  • Developing practical solutions with full consideration of lifecycle costs, acquisitions, programs, management, and budgets.
  • Leading and managing teams that define engineering requirements and ensure interoperability of internal and external systems.
  • Proactively assisting DHS leaders with design and implementation decisions related to cybersecurity.
  • Initiating and overseeing collaborative efforts to track current events, marketplace developments, and emerging threats, providing system security consultation to business owners, system owners, and developers.
  • Using established information to maintain security process coordination within the Department's lifecycle management and governance processes.
  • Leading teams that perform cybersecurity functions such as encryption, access control, and identity management to reduce exploitation opportunities.
  • Coordinating with systems architects and developers to oversee design solutions, system security controls, and countermeasures, including designing and developing new cybersecurity tools and technologies.
  • Developing supporting documentation on risk analyses, feasibility studies, and trade-off analyses to refine functional requirements and maintain technical security baselines.

Requirements

Conditions of employment

  • You must be 18 years of age.
  • You must be registered for the Selective Service if you are male.
  • You must be able to obtain and maintain a security clearance. Clearance levels may vary.
  • You must be able to submit to a drug test and test negative.
  • You must comply with ethics and standards of conduct requirements, including completing any applicable financial disclosure.
  • You may be required to serve a 3 year probationary period.

Qualifications

DHS Cybersecurity Service employees begin at career levels that reflect their experience and expertise. For this opportunity, DHS may hire at higher or lower career levels within the Leadership Track based on qualifications.

  • Typically 5 to 15 years of cybersecurity work experience.
  • 0 to 5 years of cybersecurity leadership experience.
  • Ability to serve as a seasoned cybersecurity manager who oversees multiple DHS or Federal cybersecurity programs or DHS organizations, including employees and contract resources, through subordinate managers.

DHS Cybersecurity Service employees with a technical capability in Cybersecurity Engineering generally:

  • Perform software, hardware, and systems engineering to develop new and refine existing capabilities, ensuring full integration with security objectives, principles, and processes.
  • Build practical solutions with full consideration of lifecycle costs, acquisitions, programs, management, and budget.
  • Identify engineering requirements for and ensure interoperability of internal and external systems.
  • Demonstrate strategic risk understanding, considering the impact of security breaches or vulnerabilities in every aspect of the engineering process.
  • Stay current on emerging technologies and their applications to current and emerging business processes (for example cloud and mobile) to identify methods for meeting organizational cybersecurity requirements.

  • Lead Cybersecurity Specialist: $123,600 - $158,500
  • Cybersecurity Manager: $143,300 - $184,000
  • Senior Cybersecurity Manager: $167,800 - $207,500
