Duties

  • Serve as IT Specialist (INFOSEC) in the Cyber Security Branch (N00SM31), within the Information Assurance Division (N00SM3) of the Security Manager Department (N00SM) at NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION PACIFIC (NCTAMS PAC). The role includes acting as the Information Systems Security Officer (ISSO) and providing regional and local information systems and cybersecurity support.
  • Execute all aspects of the NCTAMS PAC Cybersecurity program, including architecture, security requirements, objectives, security policies, and security practices.
  • Develop, implement, interpret, accredit, manage risk, and maintain detailed cybersecurity policies, plans, programs, standards, and criteria to sustain a successful Information Assurance program.
  • Provide overall responsibility and staff direction for the development, modification, and application of IS system issues across the Area of Responsibility.
  • Oversee NCTAMS PAC systems and programs of records; coordinate security measures such as analysis, periodic testing, evaluation, verification, accreditation, and review of information system modifications.
  • Assist the Command Information System Security Manager (ISSM) with compliance assessments of system vulnerabilities and monitor and review results.
  • Evaluate risks, threats, and vulnerabilities to determine if additional safeguards are needed in accordance with policies and directives.
  • Develop and maintain cybersecurity audit reports.
  • Develop cybersecurity operations policies, programs, and guidelines.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Within the DoD, the appointment of retired military members within 180 days after retirement to a civilian position is subject to 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required clearance may result in withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 722/411, with an INTERMEDIATE proficiency level; you must obtain and maintain qualifications in DoD 8140.03 Cyber Workforce qualifications and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This position may require travel from the normal duty station to CONUS and OCONUS locations, including remote or isolated sites, and may involve extended travel on military and commercial aircraft.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Applicants must have directly applicable experience demonstrating the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Experience can be gained in any public or private sector role, provided it clearly demonstrates the competencies required to perform the duties. The IT related experience must demonstrate each of the four core competencies listed below:

  • Attention to Detail – Thorough and meticulous in performing tasks, including handling receipt, tracking, routing, and completion of user documents.
  • Customer Service – Works with clients to assess needs, provide information or assistance, resolve problems, or meet expectations; demonstrates knowledge of available products and services; commits to delivering quality results. Example includes resolving security system and network issues across diverse personnel and agencies.
  • Oral Communication – Effectively conveys information to individuals or groups, tailored to audience and content; prepares briefs and represents the command in meetings.
  • Problem Solving – Identifies problems, evaluates information for relevance, uses sound judgment to propose alternatives, and makes recommendations. Example includes initiating protective or corrective measures during cybersecurity incidents.

In addition to the four core competencies, qualifying experience may include:

  • Experience developing and implementing Cybersecurity policy initiatives and solutions.
  • Experience conducting network vulnerability scans using tools such as the Assured Compliance Assessment Solution (ACAS) or similar programs.
  • Experience supporting cyber incident response activities, including isolating affected systems, initial investigation, data collection, and restoration.
  • Experience developing, implementing, and maintaining documentation and security controls for Risk Management Framework (RMF).
